Changes to Irish Flat ratings announced. The ratings of lower class Irish Flat horses is to change for the season which starts on March 21.Jason Morris, Horse Racing Ireland´s director of racing, stated 'These measures we are implementing are a continuation of the policy outlined in our strategic plan to promote meritocracy.'The measures include increasing the minimum Flat rating from 25 to 33 for four year olds and upwards, to 37 for three year olds and to 40 for two year olds.In addition to these ratings changes, the minimum rating cap for Flat handicaps will rise from 50 to 60.
