No penalty to increase a horse's weight beyond 12st. Riders: 1. Persons who hold a Professional Jockeys Licence under National Hunt Rules to ride in Steeplechases issued by any Recognised Turf Authority. 2. Persons who hold a Category C Permit to Ride under I.N.H.S. Rules. 3. Persons who hold a Permit to Ride under National Hunt Rules to ride in Steeplechases issued by any other Recognised Turf Authority.
